Exercise Development and Support - Since 2010 Anchor Innovation, Inc. has supported United States Fleet Forces Command in the development, planning and conduct of the Solid Curtain ⁄ Citadel Shield series of force protection ⁄ antiterrorism exercises. A coordinated effort between U.S. Fleet Forces Command and Commander, Navy Installations Command (CNIC), the exercise is conducted nation-wide and is the largest AT exercise within the Department Of Defense.

  • Since 2003, the Solid Curtain ⁄ Citadel Shield Force Protection exercise has consistently expanded in size, scope and complexity. It is comprised of two levels of exercise play:

    • Solid Curtain is a command post exercise (CPX) that stresses operational level planning and execution; and

    • Citadel Shield is a tactical level field training exercise, executed at the unit level

  • The exercise utilizes the Homeland Security Exercise and Evaluation Program (HSEEP) process to develop capabilities and performance-based objectives. (HSEEP constitutes a national standard for all exercises).  The standardized methodology and terminology are used for exercise design, development, conduct, evaluation, and improvement planning.

  • Anchor Innovation Inc. is positioned to assist and coordinate any exercise with a complete Staff of Nationally recognized subject matter experts in all areas of Security, Law Enforcement, and Emergency Management. We can provide planning, training, exercise design and oversight of exercise conduct to any federal, state, or local government agency.

Integrated Vulnerability Assessment Support - Anchor provides an “all-hazards,” comprehensive approach to security. We can assist government and commercial customer’s response to the challenge of anticipating and preventing attacks made by innovative and adaptive threats. Defense against threats that will impact normal operations requires decision-makers who are aware of, and understand, the impact of second and third order effects. The relationship between operational assets and supporting infrastructure creates inter-relationships and interdependencies (both internal and external) and must be evaluated for:

  • Criticality

  • Interconnectivity

  • Dependencies

  • Recoverability

Our professional staff includes former Joint Staff and Chief of Naval Operations Vulnerability Assistance Team Leaders. They are trained to respond to any area of the world on short notice to provide comprehensive assessments, identify potential threats, and make recommendation to improve the security and operating environment. Anchor action reports guide our clients through comprehensive recommendations aligned directly with established policy.
