Contracting Officers may set aside / restrict contract competition for service disabled veteran-owned small businesses if there is a reasonable expectation that:

• - There will be offers from two or more SDVOSBCs
  - Award will be made at fair market price

Contracting Officers may award contracts to SDVOSBCs on a sole source basis provided:

• - Only one SDVOSBC can satisfy the requirement
  - The anticipated award price of the contract does not exceed $3 million dollars
  - The SDVOSBC has been determined to be a responsible contractor with respect to performance; AND
  - The award can be made at a fair and reasonable price
