Consulting - Analysis and Planning
Anchor's team of experts provide decades of security knowledge, expertise, and experience. From strategy to task, our staff ensures that projects align with standing doctrine and policy, while refining tactics, techniques and procedures to meet security and protection objectives. Anchor security experts have helped shape the Navy's Antiterrorism program through consulting and project support to U.S. Fleet Forces Command (USFF) in numerous N3-AT projects:

Developed the U.S. Navy Defensive Antiterrorism (AT) Concept of Operations (CONOP) - integrated afloat and ashore AT concepts to seamlessly refine the Navy's AT focus and guidance across all operational environments. Provided the operational construct for unity of command and effort in protection of Navy operational assets.

Developed the Navy's Harbor Patrol Unit Standard Operating Procedures (HPU SOP), and corresponding revisions to standing Navy Tactics, Techniques and Procedures (TTP), NWP/NTTP 3-07 series.

Supported Commander U.S. Fleet Forces Command in their role as the Navy's Executive Agent for Antiterrorism/Force Protection.

Provided subject matter expertise in the development of policy, requirements and guidance for all U.S. Navy forces within the U.S. Northern Command (USNORTHCOM) area of responsibility.

Supported Commander, U.S. Fleet Forces AT Flag Summit - Anchor provided data capture, analytical, technical, programmatic and incidental management and administrative support to USFF N3-AT “drum beat” events throughout two consecutive annual summits

Developed assessment methodology for AT program progress, evaluated the program’s ability to meet previous incident investigation or commission recommendations and guidance, and provided a current “snapshot” of AT program gaps and seams. Anchor’s analysis included gap and seam mitigation strategies, used to develop the Navy’s AT Strategic Guidance and Implementation Plan.

Developed portable AT Tactical Pocket Guide (TPG) for USFF describing specific executable measures for standardized Installation AT Plans.
